Clean Energy Fuels Australia (CEFA), based in Perth, Western Australia, builds, owns and operates integrated clean energy solutions for remote mining operations, communities and industry in Australia. CEFA find opportunities to connect remote energy users to energy sources that reduce greenhouse gas emissions and lower energy costs.
CEFA provide both Liquefied Natural Gas (LNG) transportation and remote power generation solutions to customers requiring reliable and firm delivery of energy to their operations. LNG unlocks the penetration of renewable energy, providing remote energy users access to a lower emission fuel that also offers stability and the flexibility to maximise renewable energy sources.
CEFA own and operate a 250 tonne per day LNG plant in Mount Magnet, with a strong portfolio of West Australian customers including Westgold Resources, Vault Minerals, Lynas Rare Earths, Pilbara Minerals and Bellevue Gold.
In addition to its interests in LNG, OCTA owns PWR Hybrid, a renewables and thermal hybrid power company that delivers energy generation solutions to resource projects and the mining industry in Australia.
As an independent power provider (IPP), PWR Hybrid builds, owns and operates low emissions hybrid power stations for remote energy users, integrating a range of reliable, low-cost energy sources, including solar PV, wind, BESS, natural gas, and LNG.
PWR Hybrid tailors solutions to each customer’s requirements, evaluating all available energy sources to provide the most cost-effective and reliable solution designed to maximise renewable energy production and manage its dynamic nature.
Recent projects delivered include the CEFA Mount Magnet power station, a 9.5MW solar project supplying Iluka’s Cataby operation, and a 38.5MW hybrid power project, featuring a combination of gas, solar and optional wind generation, integrated by a battery energy storage system (BESS), currently under construction for Ramillies Resources.
Established in 2001, EVOL LNG is Australia’s leading LNG transportation provider, with a fleet of over 35 LNG tankers and intermodal containers. Octa acquired EVOL LNG, formerly part of Wesfarmers, in December 2024.
EVOL LNG builds, owns, operates and maintains all LNG storage and vaporisation infrastructure, providing a transportable LNG solution to fuel off-grid power stations, replacing the use of diesel. Natural gas is supplied to customers as though it’s come from a natural gas pipeline but without the capital investment, delivering lower energy costs.
EVOL LNG delivers a full end-to end LNG solution, delivering natural gas to the power station, ready for use in gas or dual fuel generating sets. EVOL LNG has delivered more than 580,000 tonnes of LNG to its customers since 2001.

Managing Director and Chief Executive Officer
Basil is a mechanical engineer and practicing lawyer, specialising in both the technical and commercial aspects of project development, project delivery and day to day operations.
Basil has held a range of senior positions with engineering firms, including Minproc, Thyssen Krupp, Lycopodium and BHP. Basil, a Co-Founder of CEFA, has also worked in a variety of sectors, including gold, mineral sands, base metals, coal and iron ore in mechanical, process and project delivery roles before qualifying as a lawyer and starting his own legal practice.
Chief Operating Officer
Gary, Co-Founder of CEFA, is a mechanical engineer and has more than 25 years of industry experience including establishing the Wesfarmers LNG plant in Kwinana under his role as Director Gas and Power.
Gary previously held the Executive General Manager role at Rivet Group (ex Cootes) which provides bulk ore haulage and energy haulage services in WA. Gary is a driven management professional with a background in engineering and downstream gas applications. Gary specialises in identifying opportunities for collaboration between organisations to drive value from projects.
Chief Technology Officer
David, Co-Founder of CEFA, holds a degree in Business Studies and a background in business management, strategy, sales & marketing. David has spent over a decade working in the clean energy sector since relocating from the UK to Australia in 2009.
David is a motivated and engaged energy expert, specialising in technology, opportunity origination and assessment and developing strong supplier relationships.
Chief Financial Officer
Sam joined the OCTA team in 2022 to lead and grow the finance function. He has held senior roles with both private and ASX-listed corporations over the past 15 years.
A Chartered Accountant, Sam worked within professional accounting services firms in Perth and Sydney before joining as well as Pacific Energy Limited where he held senior finance roles for over 10 years and was responsible for accelerating the business’ growth from a $100M ASX-listed Group to the $500M acquisition by QIC in 2019.
